One week after the grand opening event at Annapolis' newest Boys and Girls Club, a 28-year-old employee was charged yesterday with raping a 13-year-old girl at the Admiral Oaks facility.
Joey D. Wise, 28, of Bloomsbury Square, was arrested at his home without incident last night. Mr. Wise, who was an assistant program director at the club, is charged with second-degree rape, second-, third- and fourth-degree sex offense, perverted practice, sexual solicitation of a minor and second-degree assault.
Rumors of the alleged sex offense spread through the neighborhood last week and eventually got back to the girl's father.
"Supposedly, he bragged about it," said Officer Hal Dalton, a city Police Department spokesman.
The girl's father approached club officials Tuesday, who in turn contacted the police.
The Capital does not name victims of alleged sex offenses.
Her father said he was approached by several of his daughter's friends, who told him that his daughter was alone with a male staff member in a locked room.
The friends also told her father that they heard "sex sounds or moans" through the locked door. When her father confronted her about it, she became withdrawn and denied having sexual contact with the man, according to charging documents.
Reactions such as those are typical in rape cases, especially those involving a minor, Officer Dalton said.
The girl's father also told police that his daughter said Mr. Wise would be paying her $20 a week from his own pocket to work as a "paid volunteer" at the club.
The club's opening was announced July 21 and the grand opening event was held July 30 - one day after the alleged rape occurred.
Mr. Wise allegedly told club officials during a phone conversation that he, the victim and her 16-year-old friend were alone in a room and talking about sex on July 29. The victim's friend left the room and he stated that the victim offered to perform a sex act on him and he agreed. He said he didn't know the girl was 13 years old at the time.
The girl told police that Mr. Wise said he wanted to have sex with her, and that she told him she wanted that also. The two went into a closet to avoid getting caught, the girl said to police.
She said the two had intercourse, but after a few minutes she told him to stop because her friend would be coming back soon. Afterward Mr. Wise told her "we really can't tell anybody about this because both of us would get in trouble," she told police.
Though the girl did not say the man forced her to have sex, she is below the age of legal consent, which is 16 in Maryland. Plus, the fact that he was in a position of authority is a consideration, police said.
"Even if she was of age, you wouldn't do that with somebody you supervise or mentor. That would be entirely inappropriate," Officer Dalton said.
Mr. Wise is being held at Jennifer Road Detention Center in lieu of a $175,000 bond. According to online court records, he does not have a prior criminal history.
The maximum sentence for all the charges against him is 81 years in prison.
Residents in Admiral Oaks were shocked to hear about the alleged rape this morning.
"It's unbelievable," said John Smith, who has lived in the neighborhood for three years. "I had no idea (the club) even existed."
Natarsha Simms said the news made her "seriously uncomfortable." Her niece considered attending the club but changed her mind.
"For something like that to happen so close to my neighborhood ... I don't want her to go nowhere," she said.
Reggie Broddie, chief professional officer for the Boys and Girls of Annapolis and Anne Arundel County, said he's "deeply concerned" about the allegation and that it's the first the club has dealt with in its 20 years in the city.
He said that potential employees are thoroughly screened and given a background check.
"We've done everything by the book, by the letter, but unfortunately, an incident happened," he said.
Mr. Broddie said the organization would continue to do training and discuss their policies with regard to contact with the minor children in their care.
"The organization does not tolerate misconduct of any kind of any employee. We just don't," he said, noting that Mr. Wise was terminated.
"It's a very very unfortunate incident, but I'm confident we've done everything we can possibly do to be on top of this," he said.
