How to register to vote in Anne Arundel County

Residents may call the Anne Arundel County Board of Elections at (410) 222-6600; visit the Board's office at 7320 Ritchie Highway, Room 200, Glen Burnie, or write to the Anne Arundel County Board of Elections, P.O. Box 490, Glen Burnie, MD 21060. Online information is also available on the County's website.

Residents may complete forms to register to vote at any Motor Vehicle Administration office. Voter registration forms are available at most public service institutions, such as the post office and local banks.

Registration is permitted all year, except for the 24 days prior to an election. Voter registration is permanent as long as a person continues to reside at the address provided. If he or she moves and fails to reapply, registration expires after two federal elections in which the voter does not cast a ballot.

Upon registration, residents will be told where to vote.

How to get a driver's license

A driver's license must be obtained within 30 days of becoming a state resident.

You will need: A certified copy of your birth certificate; another acceptable form of identification; to pass a vision exam and in some cases a road test and written exam. Cost: $30 for photo license. Learner's permit: $30

How to register your car

Titling and registering vehicles must be done within 30 days.

You will need:

  • Applications for Maryland title
  • certificate of title to prove ownership
  • inspection certificate
  • insurance policy number and name of company and agent.
Costs:
  • $100 if vehicle is titled in a state that has at least a 5 percent tax.
  • Vehicles valued at less than $2,000 will be charged 5 percent of the value of the car.
  • If more than 7 years old, $500 minimum value is applied.
  • If the vehicle is registered in a state where the tax rate is less than Maryland's 5 percent rate, it will be taxed at the difference between the previous state and Maryland.
Inspections:
  • Used vehicles must undergo a safety inspection at a state-certified station.
  • The certificate must accompany the title application and must be no more than 50 days old.
Insurance:
  • $20,000/$40,000 covering bodily injury and $10,000 property damage coverage is the minimum required.
  • Uninsured motorist coverage in the same amount is also required and with the exception of motorcycles, $2,500 economic loss.
Plates:
  • Class A- Passenger cars and station wagons
  • Class M - Multipurpose vehicles. Shipping weight up to 3,700 pounds: $70. Shipping weight more than 3,700 pounds: $97.
  • Class B - Passenger vehicle operated for hire: $178
  • Class C - Funeral vehicles and ambulances: $124
  • Class D - Motorcyles, motorscooters and motor bicycles: $53
  • Class L - Historic vehicles: $27
  • Class N - Street rod vehicles: $27
  • Class E - Trucks (sfr3/4-ton or 7,000 pounds or less): $83.50. Business vehicles must be registered on a yearly basis.
Transferring plates:
  • If the annual registration fee is the same or less than the fee for the previously owned vehicle, the transfer fee is $8.
  • If the annual registration fee is more than the fee for the previously owned vehicle, the transfer fee is $8 plus any difference in the two registration fees.
  • If you are transferring plates and less than 12 months remain before your registration expires, the registration will be renewed for an additional year.
New drivers:
  • New drivers, regardless of age, must complete a driver's education course and document 40 additional hours of behind-the-wheel training.
  • Driver's education classes include 30 hours of classroom instruction and six hours of on-the-road training.
  • All new drivers must hold their learner's permit for a minimum of four months.
  • A provisional license, which forbids young drivers from driving alone between midnight and 5 a.m., lasts 18 months instead of one year.
  • The 40 hours of additional on-the-road training must be documented in an MVA-issued logbook and signed by the licensed driver, usually a parent, who is supervising the new driver. That additional road training is required for drivers to receive their provisional license.

Anne Arundel County Trash collection

Trash collection is collected twice a week in the county, either Monday-and-Thursday, Tuesday-and-Friday or Wednesday-and-Saturday. Call 410-222-6100 for your schedule; it depends on where you live. Residents are limited to putting out four containers per pickup. Each container cannot exceed 40 gallons. For all county trash service questions, call 410-222-6100.

Bulk pickup: Disposal of items such as refrigerators, couches and chairs can be arranged with the county by making an appointment at 410-222-6100 ext. 3010. Metal bulk items, such as swing sets or leftover pipes, will be recycled.

Yard waste: Items such as bagged leaves and clippings or bundled twigs are collected at the curb on your regularly scheduled recycling day. Call 410-222-6100 for information. Additionally, residents may take their yard waste to one of three sites countywide so they can be turned into mulch. Landfills: Dumpsters are available at the Millersville landfill and the Glen Burnie Convenience Center, open daily, 8 a.m. to 4 p.m., and at the Sudley Convenience Store, open Tuesday through Saturday, 8 a.m. to 5 p.m.

Household hazardous waste: Items including solvents, old paint and toxic-based materials, are collected for free eight times a year. The county encourages residents to hold onto these products and take them to designated areas on the announced days, called Household Hazardous Waste Drop-Off Events. The dates and locations, usually one in the fall and one in the spring, will be announced on radio and advertised in The Capital. For information, call 410-222-6100. Curbside recycling: This service is available once a week to all homes currently on curbside trash collection. To determine if you live in a curbside community, call 410-222-6100.

City of Annapolis Trash Collection

Annapolis homes are served by municipal pick-up crews twice a week, either Tuesday-and-Friday or Monday-and-Thursday. Call the city Department of Public Works, at (410) 263-7967 or (410) 263-7949, for your days.

Many apartments and all commercial trash is collected by private haulers. Expect your bill from them, not the city.

Yard waste: Pick up of leaves, grass clippings and small tree branches is conducted year-round, for municipal clients only. Call (410) 263-7949 for your schedule.

Bulk pickup: Heavy tree limbs, brush, furniture are collected in January, April, July and October on the last two Wednesdays of the month. Call (410) 263-7949 for your schedule.

City residents can also get rid of bulky items at the Millersville landfill, open daily from 8 a.m. to 4 p.m.

Curbside recycling: Is conducted on a weekly basis throughout the city. For information, call 410-263-7967 or 410-263-7949.

Utilities

Gas and Electric: BGE accepts either written or verbal applications for service and may require someone to appear in person at a business office.

If a meter exists on the premises, the charge to begin gas and or electric service is $20. Without meters, the charge is $40 for either or $45 for both.

Depending on credit history, BGE may require a deposit of a percentage of the annual bill, which will be refunded with interest in one year if 10 of 12 bills have been paid on time.

Bills are determined by meter readings and BGE has a variety of methods of billing and charges.

Public Service Commission: Based in Baltimore, the Public Service Commission regulates more than 400 companies, including railroads, taxi cabs and gas companies. For Anne Arundel County, its supervision includes Baltimore Gas and Electric Co. and Verizon.

The commission sets rates, reviews service and safety, audits financial records and handles consumer complaints.

It has five members appointed by the governor, and a staff of legal, technical and accounting experts. The commission also has a consumer assistance division ready to accept calls and letters from the public, however, the commission recommends always calling the utility first and dealing with the company's own consumer representatives. If that doesn't solve the problem, a Public Service Commission representative may assist you.

Letters should include your name, address, phone number, name of the utility, explanation of the problem and outcome you hope to achieve. Also send copies of other relevant documents such as your bill.

The commission publishes a free, 16-page booklet explaining its hearing procedures and answering commonly asked questions about billing, credit and termination of service.
