Barring a strong push by procrastinators during the next two weeks, merchants around the state will probably fail to meet holiday sales projections for the first time since 2002. The question, though, is whether that means all businesses aren't pulling their weight, or just the big ones at the malls. Wal-Mart has said sales have been disappointing, just as other major discount retailers have. But not all merchants are singing the shopping blues.
