Affordable housing is part of Annapolis developer's portfolio

Dorothy Hartman has spent the last 19 years living in a Laurel mobile home, far from family.

But last week, the 83-year-old found herself moving into a spacious one-bedroom apartment in Victoria Park at Edgewater, a new senior community just around the corner from her three children.

"When I walked in the door, my eyes lit up like a Christmas tree," said Ms. Hartman, whose family helped her furnish the fourth-floor apartment with a flowered couch, a pink shower curtain for the bathroom, and stuffed animals for the bedroom.
