Businesses considering a move to west county to cash-in on new military jobs want to be assured that a racially diverse workforce will be available and welcomed. If they have doubts, employers could take their money elsewhere. "They ask, 'Is this the type of community that a diverse work force can move into and feel comfortable?' " said Carl Snowden, the director of civil rights in the Office of the Attorney General.
