As with many small-business owners, John Covington has become pessimistic about the rising cost of health care. But the owner of the Severna Park-based Chesapeake Consulting firm said he cut expenses last year by switching from a traditional plan to health savings accounts for employees.

"It's not so much about my bottom line, we just want to have an environment where people can enjoy what they do and enjoy decent benefits," said Mr. Covington, whose business contributes 60 percent to employees' health savings plans.
