Last year, David Wright, president of Annapolis-based biodefense firm PharmAthene, flew into the Durham Tees Valley Airport to meet with senior officials from a United Kingdom company called Avecia.

After several trips and months of negotiation, Mr. Wright wooed Avecia to the table in a deal that allows PharmAthene to purchase the rights to develop the company's anthrax vaccines, now deep in the development stages.
Last month, PharmAthene closed on a $40 million deal with the United Kingdom company, building up its biodefense portfolio in the works since 2001. Now, the Annapolis company hopes Avecia's vaccines will help...
