Even the public sector cannot claim immunity from the most severe economic downturn in the past 80 years. There is not one individual who can say they have been untouched by the hardship of the economic recession as the year 2009 comes to a close.
We have read and listened to much discussion and debate on how to repair the economic damage caused by less-than-appropriate financial behavior over the past decade. To some it may appear that we have thrown everything but the kitchen sink at the problem.

I congratulate Mr. Burdon for a thoughtful message as we close the year. Maryland has many advantages including a strong human resource base, many employed in government and associated corporations. These primary businesses support many others. Government is a necessary component to enable competitive growth. Infrastructure is one example of governmental responsibility where short term mindset has avoided necessary investment. The efficient allocation of tax dollars, which joins public and private resources, is necessary to achieve goals. An educated workforce, transportation, health and safety are the ingredients which enable the private sector to compete.
