Unemployed residents use new partnership to get back to work

Since being laid off last April, Glenn Spitzer, who was underqualified for most jobs in his field, discovered an opportunity to land himself his Engineer In Training and green-building LEED certifications at no cost.

But Spitzer didn't get a scholarship, a sponsor or a grant. He merely went to the West County Area Library in Odenton.
