Coulter credited with making Maryland national standard

A memorial was dedicated Saturday by former Maryland Gov. Marvin Mandel to a man who "was a genius making possible what had to be done" for Maryland's natural resources, the late James B. Coulter.

The family of James B. Coulter, the secretary of the Department of Natural Resources in its early years, helped dedicate a sculputer in his honor this weekend. His son James B. Coulter Jr., left, daughter Linda Coulter Prandoni, his wife Norma Coulter and former Gov. Marvin Mandel helped show off the sculpture, "Ducks Breaking Away."
"If they had listened a little bit more to Jim the Chesapeake Bay would not be in the trouble it's in today," said Mr. Mandel.
Mr. Coulter was deputy secretary of the Department of Natural Resources under former Gov. Millard Tawes, the department's first secretary. Mr. Coulter succeeded Mr. Tawes as secretary, serving from 1971-1983.
