The City Council last night rejected two bills that would have altered the City Charter to create a city manager position.
Instead, the council will let Annapolis voters decide whether they want to change their form of government.
"We ought to be doing this by referendum so that the people of the city have a direct say in this," said Alderman Fred Paone, R-Ward 2, who voted against both charter amendments.
