The performance and popularity of the County Council member and former alderman put him squarely at the top of many observers' list to win the mayoral race this fall.
Cohen, an Annapolis native, left his seat on the City Council in 2007 before the end of his term after he was elected to the County Council.
But for many, his political relationship with embattled Mayor Ellen O. Moyer might be an albatross for his campaign.
"In my opinion, it would be four more years of the same polarizing, 'Everything is everybody else's fault' leadership (if Cohen is elected)," said Democratic challenger Gilbert Renaut.
It's a connection that many insiders have said could be the ultimate misstep for Cohen, and it's a connection that Cohen himself is hoping to strategize around.
"Look, Ellen has done many good things around the city whether people want to give her credit for it or not," Cohen said. "I think I would do things differently, and I think better than the current administration."
Cohen and Moyer were close allies when Moyer was first elected mayor in 2001 and Cohen served as the alderman for Eastport.
Moyer and Cohen would confer on many issues, with Moyer sometimes deferring questions until discussing them with Cohen, observers said.
The political amiability extended through this campaign season. Cohen again enlisted Moyer's former campaign manager, Kathleen Nieberding, to lead his campaign. It's a move that some have criticized.
"Josh taking her (Moyer) campaign manager is like the kiss of death," former alderman and local civil rights activist Carl Snowden said in March. "She (Moyer) is not very popular."
Moyer later contracted Nieberding, also a real estate broker, as a State House lobbyist for the city after Moyer was re-elected.
Renaut and others take the association deeper, saying that the political machine behind Moyer and Cohen threatens to squeeze out all other candidates.
"As soon as Kathleen Nieberding (became campaign manager), I knew where this thing was going," Renaut said.
Cohen's allies defend him and his hiring of Nieberding.
"Well, she's good," said Alderwoman Sheila Finlayson, D-Ward 4. "She is very good at what she does."
Finlayson is also using Nieberding for her re-election bid to the council.
"In this town, everybody is connected to somebody in some way," Finlayson said. "Josh is an independent thinker. Josh is able to stand on his own record without being connected to anyone."
Renaut, who unsuccessfully ran for mayor against Moyer four years ago, posted a blog entry on his Web site June 5 that said the Annapolis Democratic Central Committee is stacked with Moyer family members and political buddies.
Moyer's daughter-in-law, Dawn, is the vice chairman of the central committee, while the mayor's daughter, Loni, serves as an alternate. Cohen's legislative aide on the County Council, Gail Smith, also has a seat on the central committee.
The central committee promotes and provides resources and volunteers for Democratic party candidates.
However, fellow mayoral candidate Zina Pierre also serves on the central committee, according to the committee's Web site. Other Democratic candidates for mayor are Trudy McFall, Alderman Sam Shropshire, D-Ward 7, and Wayne Taylor.
Renaut said that Kory Blake, the chairman of the county Democratic Central Committee, works for a union, the region's chapter of the American Federation of State, County and Municipal Employees, which endorsed Cohen without talking to any other candidate.
Blake said Wednesday he was not involved in AFSCME's decision to endorse Cohen.
Money matters
The Moyer-Cohen association also was behind the legislation to increase the next mayor's salary by $50,000, critics said.
Steve Raabe, whom Cohen hired to perform polling research for his campaign late last year, was appointed to the six-person commission that last winter recommended increasing the next mayor's salary from $70,000 to $120,000.
Raabe acknowledged the connection and excluded himself from any discussion on raising the mayoral salary.
The council eventually approved an incremental annual pay increase that pushes the next mayor's salary to $98,000 by the third year of the next mayor's first term, which begins in December. Rumors circulated during legislative hearings that Cohen wavered on running for mayor until he knew a pay raise would be approved.
Cohen said he supported the proposed pay raise for the mayor, but denied influencing the commission's recommendation. Cohen, who works for the Maryland Crime Victims Resource Center, said he would have taken the pay cut to become mayor even with two infant daughters at home. Cohen, 35, and Independent candidate Chris Fox, also 35, are the youngest candidates in this year's mayoral race.
"I'm not running for the money," said Cohen, who has said he's been frustrated with the tone of discourse in civic politics the past several years. "If it was about money, I could go into the private sector."
Moyer said she is not campaigning for or endorsing anyone in the race until after primary elections Sept. 15. Moyer, who is finishing her second and final term, said opponents are only negatively linking her to Cohen because they feel threatened that he's emerged as the leading contender.
"I've been the prime target (of attacks) for many elections," Moyer said.
Moyer said when Cohen served on the City Council, he broke away from her on many key issues, including reforming public housing.
Cohen said he also disagreed with Moyer on several annexation issues, West Street development plans and tax increases.
"Ellen is not on the ballot," Cohen said. "My record of service speaks for itself."

Cohen's biggest problem is that he continues to work his alliance with Moyer, in this case to benefit himself. We aren't talking about the past here, folks. This is a recent example of the quid quo pro between the two.

Other than repeating over and over the assertion that Josh is like her, what substance does this article really provide?
Annapolis is a small town, and people are naturally connected as colleagues, especially within any working group, such as a political party. All this story proves is that Gilbert is feeling left out of the party. And rightly so, he was a mess at the debate! It would be unwise for dems to back him.
So far, Josh has shown himself to be smart and passionate about the issues and willing to clearly state his stand on issues openly. He certainly doesn't mince words, or apologize for his views, whether you agree with a particular viewpoint he holds or not. I like that clarity, and prob others do too. This was clear in the debates, and I think his abilities threatened the egos of some of the other candidates, none of whom seemed fully ready or prepared for the debate. Perhaps they didn't take it seriously, and were surprised that he did.
Josh showed he cared about the issues and our (the voting public's) need for info by being prepared to talk substantively about the issues. That was great. Let's follow suit, The Capital, and talk about substance, not fluff!

Maybe the Moyer administration seems quite good from your viewpoint in WV, but for those of us who actually live here and have to put up with it, it's sorely lacking. Cohen seems like a decent person who cares about the city, but he needs to prove that he would run it differently than Moyer did. Criticizing Moyer will be difficult for him, since she was his mentor and he's basically inherited the remnants of her political machine, but at some point he's going to have to speak frankly about her (many) incompetencies.

Oh Judd, you sound a little like a small town attorney giving an over-rehearsed opening argument. Very little substance and overly broad and melodramatic. That might work in certain parts of 21401, but it no longer works in the world at large. That is why the candidate that is not focused on cosmetic issues like the one's you mention, the candidate not focused on grand schemes that falsely assume Annapolis's mayor is a global player, THAT is the mayor that will bring out the vote and flush the Moyer machinery from Annapolis politics This is not the time for business as usual. This is not the time for a candidate who appeals to the same crowd that got us into the mess we are in now. The City does not need a bright and shiny Zamboni...This IS the time for those without the disposable income to afford ice skating, those inconvenienced by the Boat show, those looking for a voice in local government to get active and VOTE, not for Cohen , but for the candidate that cares for the things ALL voters care about. Cohen does not have broad appeal, and when the dormant vote is activated Cohen will quickly fall by the wayside.

There are two things about the article I agree with: 1. Josh has "emerged as the top contender for mayor" and 2. Josh had a "standout performance" at last month's mayoral debate.
The rest of the article is simply guilt-by-association that has nothing to do with who would be best for the city. Anyone who has met Josh understands that he would bring a dramatically different style of leadership than our current mayor.
He also has the strongest record to run on: from helping revive Quiet Waters Ice Rink to preserving critical funding for local schools to leading the way on environmental protection.
This election should be about the issues and I hope future articles about the mayoral race stay focused on what really matters.

Josh is just a kid trying to impress his father. I knew Josh quite a few years back and politics was an after thought. Nothing wrong with Josh, but he has very little experience in the real world ( the private sector). Don't misunderstand me, Josh would not be the worst this city could do, but we can do much, much better.
The other candidates should not waste time running against Josh, they need to be strong enough to get the other candidates to run against them by developing an effective, common sense platform and getting more people out to VOTE.

First Cohen dumped Eastport when he left City Council for a more prestigious office. Then he moved to get away from the crime in the projects.
