This is how the Spa Creek Bridge looked for more than an hour Tuesday morning. The bridge, which connects downtown Annapolis with Eastport, was undergoing routine maintenance when it got stuck. Workers had to lower it manually.What goes up must come down. Eventually. The Spa Creek Bridge in Annapolis was raised for routine maintenance at the tail end of the morning rush hour yesterday - but it wound up stuck open for more than an hour. Charlie Gischlar, a spokesman for the State Highway Administration, the agency that maintains the span, called the glitch a "slight maintenance malfunction." That slight malfunction lasted from about 8:45 a.m. until 10 a.m. and caused a logistical nightmare for people trying to get to work and run errands in both downtown Annapolis and Eastport.
