The Spa Creek Bridge in Annapolis was raised for routine maintenance at the tail end of the morning rush hour yesterday - but it wound up stuck open for more than an hour.
Charlie Gischlar, a spokesman for the State Highway Administration, the agency that maintains the span, called the glitch a "slight maintenance malfunction."
That slight malfunction lasted from about 8:45 a.m. until 10 a.m. and caused a logistical nightmare for people trying to get to work and run errands in both downtown Annapolis and Eastport.
