The council unanimously decided to allow Mayor Josh Cohen to enter into a memorandum of understanding to develop the park but stopped far short of an original proposal that would have selected a company for negotiations and even set up the rent structure.

Well that's just great. The article should mention how much money won't be saved in terms of monthly energy costs. The city will spend millions of dollars building an "energy park" that won't even help to meet the energy needs of the city. It's proven that "renewable" energy sources such as solar and biofuel barely make a dent in the grand scheme of things.
