Friends, family, co-workers, and community and business leaders gathered under gray skies June 3 to remember and reminisce about a phenomenal Arnold man revered for both his encyclopedic knowledge of county zoning codes and his love of gardening, especially his prized patch of pickling cucumbers. At the juncture of the Baltimore Annapolis Trail in Arnold, where Old County Road meets Baltimore Annapolis Blvd., County Executive Janet Owens dedicated the Kevin Dooley Memorial Garden.
