Not-in-my-backyard battles challenge most developments, but one community has launched a preemptive strike.
Residents from the Herald Harbor neighborhood in Crownsville convinced the County Council to save 192 slivers of the county's sloping, marshy or underwater land by declaring it surplus and transferring it - free of charge - to the community.
The residents formed the Crownsville Conservancy, and their effort marks a departure from the traditional way communities stave off new homes. With the county expecting fewer state dollars to purchase open-space land next year, neighbors may increasingly need to take conservation...
