A strong wind blew through a sea of yellow and green grass on Kent Island yesterday, and just over a line of trees sailboats were visible passing by on the Chester River. Walking down an unpaved road, three of the state's most high-profile officials approached a small white farmhouse with porches and a view of the water. It is up to those three - Gov.
