While I feel badly for Chris's mother, it was her - not the school system - that let him go out alone on a weekend in spite of danger to her son. Trying to transfer her feelings of guilt to the schools is a natural reaction, but unjustified. It may provide some comfort to her to blame the whole incident on the wicked public school system.
