Down on the Shady Side Peninsula lies a private community with more than 500 residents called Avalon Shores, where county officials acknowledge some roads as being in their jurisdiction ... and another as not.
Katrina Jennings, who has lived in the neighborhood since August, said she was surprised when she learned that part of the street she lives on, Avalon Boulevard, abuts a road called Aspen Street that is not incorporated in the county.
