For its three business partners, Cisco and Carla Nochera of Pasadena, and Eric Wellens of Severna Park, the new venture is more like a dream come true. Its mission is to help children with learning disorders improve their speech, language and social skills. The Cisco Center opened June 24 in Severna Park.
