With months of planning, preparations and phone calls behind him, the rain garden he started mapping out in December for his Eagle Scout project was about to be installed in his community of Chartwell.
The Severna Park High School senior had a crew of Scouts and parent volunteers lined up, and thought all systems were go, when his plans fell through - literally - in the shape of a sinkhole that formed the same week in May that he chose to begin his work.
