Until last week, Lillian Rodriguez planned to cancel Christmas.Pregnant with her fourth child and unemployed for weeks on end, Ms. Rodriguez just couldn’t come up with the cash to buy presents for her daughter, Jayla, 1, and sons, Noel, 10, and Rene, 7, both of whom attend Van Bokkelen Elementary in Severn. “I was in tears,” she said. “I felt like it was my fault.
