In late June, Patrick Harral was riding his bike near a pocket of green space at the intersection of Johns Hopkins and Riedel roads in Crofton. As he rounded a corner on his bike, he saw a woman with two dogs up ahead. One of the dogs, a small white-haired terrier, looked friendly, but the other one, a larger terrier, didn't look so inviting, and the woman walking the beast looked upset.
