The analysis is a part of a consent decree from Maryland Department of the Environment that requires Constellation to fix contamination already caused by fly ash, a byproduct from burning coal, that was dumped into a surface mine.
A Constellation spokesman would not comment on the effectiveness of its evaluation other than to say "we are in full compliance with the consent decree."
