On most days, City Dock is mainly a gathering ground for boats and workers out on lunch break. But one night a year, the area is transformed into a magical world of fancy where masked performers frolic, music blares and all Annapolis descends for a fun-filled new beginning.
Organizers for First Night Annapolis anticipate about 25,000 attendees at the annual, alcohol-free New Year's Eve celebration - an increase from last year that reflects an improving economic picture for struggling arts groups.
