On Dec. 3, Gov. Martin O'Malley announced Maryland's Oyster Restoration and Aquaculture Development Plan, a three-pronged proposal to increase sanctuaries on at least 25 percent of our remaining productive bottom, maintain the other 75 percent for a better managed wild harvest fishery and designate new areas for aquaculture leasing.
While the review process is still underway and formal regulatory actions have not yet been finalized or proposed, I want to clarify several important points with respect to the plan and the process.
