Until yesterday, Hoffman was charged with second-degree assault on a law-enforcement officer, resisting arrest and several related charges.
Police said he put Officer Robert Owen in a headlock Nov. 1 in front of the Hard Bean Cafe at 36 Market Space as the officer investigated another assault in the area. Hoffman, formerly of Chesapeake Beach, threw Owen to the ground, police said.
The incident took place while people were celebrating Halloween, and Hoffman made comments to the effect that Owen was not a real police officer, but rather a man in a costume.
Owen, 26, was not wearing a full uniform at the time of the assault, but rather a T-shirt that said police on the front and a utility belt with police-issued weapons.
According to the U.S. Air Force Web site, Hoffman was on the All Air Force Wrestling Team and competed last spring in the 84 kg or 185-pound weight class. His current status with the team is unclear.
