Following the debacle over a mansion built without permits on tiny Little Dobbins Island, a Brooklyn Park delegate wants to ensure that nothing like it happens again. Del. Joan Cadden has introduced legislation that would "close a loophole" and let the state yank a home builder's license if local zoning laws or state environmental laws are broken. "It's a wake-up call to this small percentage of developers who think they can just blatantly ignore the law," Mrs. Cadden said yesterday after a hearing before the House Economic Matters Committee.
