"This is good news for the state of Maryland and its taxpayers, as this gives the state the opportunity to provide more efficient delivery of critical services without raising taxes," said Shareese N. DeLeaver, a spokesman for the governor.
Ms. DeLeaver said fiscal discipline still is needed in future years to make sure that enough money is available for critical health care and education needs.
