A highly decorated Vietnam veteran and former prisoner of war has found himself in the middle of a partisan firefight between Republican Gov. Robert L. Ehrlich Jr. and Democratic leaders. Retired Navy Capt. Jack Fellowes, 73, featured in the governor's State of the State address on Thursday, was initially told by a supervisor he would not be paid for two hours of work as a legislative mailroom employee while he appeared at the speech.
