Legislation that won nearly anonymous approval from the House last week got an "unfavorable" review from the county Senate delegation, effectively killing the concept of using a 15-member panel to choose who the governor may appoint.
But supporters of the bill vowed to continue the debate next year and find legislation that detractors will support.
