Three voting precincts in Anne Arundel County are among 21 statewide slated to open before Election Day, a move denounced by Maryland Republicans as Democratic political chicanery. The polling places - American Legion Cook-Pinkney Post 141 in Annapolis, the West County Area Library in Odenton and the Brooklyn Park Senior Center - are in districts that voted for President Bush in 2004 and Gov.
