County Executive Janet S. Owens said this morning that she’ll challenge Maryland political legend William Donald Schaefer for the state comptroller post. “I think with my eight years in Anne Arundel County and my background, I am well-suited for that position,” said Ms. Owens, who added that she’ll formally kick off her campaign early next week.
