As President Bush spoke to the nation last night about his immigration policy, more than 300 Democrats hobnobbed in Glen Burnie and vowed to capitalize on his unpopularity up and down the ballot in November. "Our strongest argument is: We ain't them," Rep. Steny Hoyer, D-St. Mary's, told a gathering of party activists and elected officials at the annual Jefferson-Jackson Dinner. Mr. Hoyer cited a recent USA Today poll showing the president's approval rating at a record low of 31 percent.
