In a County Council district wary of growth, the man known as "Big Ed" is a big target. Two challengers are trying to unseat Crofton Republican Ed Reilly in the District 7 council race, saying the first-term incumbent has done little to thwart unwanted development. "Quite frankly, Ed doesn't seem to know what to do," said Democrat Eric Lipsetts of Harwood. "The council has failed to address critical issues.
