Gov. Martin O'Malley's promise to bring more accountability to state government will start with tracking the ups and downs of the health of the Chesapeake Bay.
"BayStat" will be a cooperative effort among the state departments of environment, natural resources, agriculture and planning to collect data such as nutrient pollution and environmental violations.
It's the first component of the Mr. O'Malley's much-touted "StateStat" initiative modeled after a similar program called CitiStat that he instituted while mayor of Baltimore.
