County Executive John R. Leopold gave more than $62,000 in taxpayer dollars to seven people who lost their jobs when he took office in December, even though he didn't have to and at least three of the deposed officials quickly found lucrative employment. One senior member of former executive Janet S. Owens' staff got $13,710 in severance and unused leave for working nine months. About the time he was getting that severance, Aaron J.
