BAN ON EARMARKS: Senators on Thursday refused, 29 for and 71 against, to ban earmarks from the fiscal 2009 budget resolution (S Con Res 70). Earmarks are the pet projects lawmakers slip into spending bills for the benefit of constituents or campaign contributors. Fiscal 2008 appropriations bills contain more than 11,000 earmarks totaling at least $17 billion. A yes vote backed the moratorium.
