The language, unveiled last week by Secretary of State John McDonough, has been blasted by anti-slots groups as only focusing on potential benefits to education funding and leaving out where other significant portions of gambling money would go.
Mr. McDonough, a former attorney and lobbyist for a Prince George's County racetrack, defended the drafted language as simply being taken from the legislation passed by the General Assembly last fall.
