County government officials said they have achieved the improbable: lowering health insurance costs while improving benefits for workers. A renegotiation of health care plans for county employees will save taxpayers $15 million over three years, said County Executive John R. Leopold. At the same time, county workers will get similar benefits as before, he said. Under the revised system, county employees and retirees younger than 65 will be able to choose from two plans from CareFirst BlueCross BlueShield and one plan from Cigna.
