EDITOR'S NOTE: Political Notes is a periodic compilation of announcements. Gov. Martin O'Malley and top election officials has offered tips on how to navigate what's expected to be a historic turnout Tuesday. Officials have been preparing for the state's 3.4 million registered voters to crowd Maryland's 1,808 polling stations. While they've put 23,786 people to work "to make sure that every single vote is cast and counted," Mr. O'Malley said voters can do their part by marking sample ballots ahead of time and voting during non-peak hours of 10 a.m. to 4 p.m. Polls are open from 7...
