Homeowners in Annapolis and central and southern Anne Arundel County will see the taxable values of their properties decline over the next three years, but should not expect their tax bills to do the same. New property assessments mailed out yesterday by the state Department of Assessments and Taxation say property values of those areas will fall by 0.3 percent over the next three years. Assessments are done every year for a third of Maryland and almost 732,000 property owners were included in this latest round.
