As dwindling revenue puts state aid to local governments in jeopardy, two county lawmakers will help study how to revamp this substantial and politically tricky part of Maryland's budget. Sen. Ed DeGrange, D-Glen Burnie, and Del. Steve Schuh, R-Gibson Island, will join the 18-member Joint Legislative Workgroup to Study State, County and Municipal Fiscal Relationships to examine how the state doles out money to local governments, according to a July 20 letter from the General Assembly's presiding officers to the state Department of Legislative Services.
