Anne Arundel County Budget Officer John Hammond expected the county's annual income tax revenue to decline by $12.9 million, so the news of a 11.8 percent annual decline in state payments failed to shake him.
"Hey, the economy is bad," Hammond said. "All things considered, it was down a little bit more than we anticipated, but it's in the ballpark of what we expected."
