The officer investigating rape charges against the Naval Academy's senior quarterback yesterday determined that no additional hearings are needed before he submits a recommendation on the case. Cmdr. Jeffrey Fischer canceled a hearing to be held today to determine whether Midshipman 1st Class Lamar S. Owens Jr. should face additional charges for allegedly using his academy-issued computer to download pornography from the Internet.
