A senior at the Naval Academy who has been named a Rhodes Scholar looks forward to studying public health during the two years he will spend at Oxford University in England. Find Us On Facebook
Midshipman 1st Class J. Blaine Moore, who is scheduled to graduate in May, is the academy's 45th Rhodes Scholar, and the ninth in the past four years.
