Embattled Fowler leaves behind mistakes, brilliant career and grateful community By EARL KELLY, Staff Writer
Vice Adm. Jeffrey L. Fowler - who after coming to the Naval Academy three years ago vowed to make it more like a military school and stripped the Brigade of Midshipmen of some liberty - will retire from the Navy on Tuesday and turn over his title as superintendent to Vice Adm. Michael H. Miller.
Fowler's retirement brings to an end an illustrious career, albeit one that has been tarnished recently by Navy investigations of mismanagement at the Naval Academy.
The Navy announced recently that the goal is to complete the change in command before the 4,400-member Brigade of Midshipmen returns on Aug. 19.

Re: the comment "For some, Fowler will be remembered for banning the dipping of the American flag before the altar during Protestant worship services at the Naval Academy Chapel."
Unless I am misremembering, Admiral Fowler did indeed ban the dipping of the colors at the altar in St. Andrew's Chapel which was in contravention of flag protocol and the U.S.Code for all of ONE DAMN WEEK and then caved in the the hysterical cries of "war against Christianity" from the rabid evangelical "amerikan taliban" ... Although he did much good, I will forever remember this as his legacy ala the U.S. Air Force Academy of the early 2000s and maybe today, along with the 5th column throughout today's military !
