Crack charge gets man 14-year termBALTIMORE - An Annapolis man was sentenced in federal court yesterday to 14 years in prison for conspiracy to distribute crack cocaine. Santino Tubaya, 24, pleaded guilty to the charges against him in federal court. According to his guilty plea, between 2004 and August 2008, he, his brother Michael Powell and others distributed crack cocaine in the city. They purchased more than 4.5 kilograms of cocaine powder and then converted it into crack cocaine, which was then sold in smaller quantities on Clay Street, Newtowne Drive and in Annapolis Gardens, officials said.
