Now that I am a grownup living in Maryland, I realize that a bill becomes a law in an entirely different way than the one I studied.
So here, for those who may not understand the process percolating in the General Assembly this month, is a look at exactly how a bill is transformed through the magic of politics into a law.
First, a legislator - we'll call him Delegate Dimbulb - gets a bright idea for a new law. Let's say that one of his idiot nephews cuts his lip with a toothpick and Uncle Dimbulb...
