Members of the Anne Arundel General Assembly delegation worked hard this year to get their bills passed and represent constituents, but some lawmakers deserve special recognition. Here are The Capital's awards for the highlights and low-lights from this year's session: High Spirits Award Del. Virginia Clagett, D-West River, pushed a bunch of bills aimed at getting tipsy. Her proposal to increase the alcohol content in light wines from 15.5 percent to 22 percent failed, but she did successfully lobby for a bill to let wineries sell their vino onsite.
